This was said on Monday, March 11, by the chairman of the State Administration and Local Government Commission of the Saeima, Sergejs Dolgopolovs, when he opened the discussion “Problems of Termination of Shared Property” in the parliament. “The discussion on how to legally terminate the existence of shared property has been going on for more than ten years. It started at a time when the cadastral value of the land increased significantly and residents had difficulties paying the rent for the land under the house. There have been all kinds of offers to solve the situation, but we have not reached the result so far,” emphasized S. Dolgopolovs and noted that the creation of shared property was once largely a legislative error, when an artificial opportunity was created to own a home located on another property. a plot of land owned by a person. The problem affects a very large number of residents – 111,000 apartment owners. One of the burdens is the cumbersome and not very efficient housing management model. When making a decision, for example, on the purchase of land, it will be very difficult to move the process forward due to the complicated procedure, said the chairman of the commission. S. Dolgopolov noted that the proposed land redemption process will be expensive, and it could cost around 130 to 240 million euros in total. “For apartment owners, these would be large enough sums of money, which means that such a solution will be difficult to implement. Therefore, it is necessary to find a way to finance all this. And the task of our discussion today is to discuss all the conceptual issues so that, continuing our work in the State Administration Commission, we can jointly move towards a solution acceptable to the parties involved”. Information from the Ministry of Justice shows that there are currently 206,600 buildings and structures in Latvia, not including engineering structures, which are located on land belonging to another person. There are almost 3.7 thousand multi-apartment houses located on 7354 land units owned by other persons in the legal relations of forced shared ownership.
