During the year, 72 houses started the process of ending the forced shared property
Until December 28, 2023, the State Land Service has registered the documents submitted by Latvian municipalities for 72 multi-apartment buildings with the aim of ending forced divided property. Applications for the termination of forced divided property have been received from 16 municipalities – Daugavpils city, Cēsu region, Saulkrasti region, Jelgava city and Jelgava region, Valmiera region, Liepāja city, Balvu region, Bauska region, Kuldīgas region, Tukuma region, Sigulda region, Riga cities, Smiltene district, Jūrmala state city and Mārupe district. Vita Narnicka, Director General of the State Land Service, states that “forced shared ownership is a historically created paradox that has actually made many owners hostage to the situation, so it was important to make decisive decisions to improve the situation in this area.” In the first year, the service has already received 72 applications for the termination of forced shared ownership, thus using the opportunity to terminate the legal situation created during the land reform, when a privatized multi-apartment residential building is located on land belonging to a private person who is not the owner of the apartment in this house. It is expected that the volume of applications will increase in 2024, making it possible to close this page of history in the foreseeable future.” The largest number of applications for 28 multi-apartment buildings have been submitted to the State Land Service by the municipality of Jelgava state city. It is followed by the municipality of the city of Riga, which has submitted 10 applications. The municipality of Valmiera region has submitted nine applications this year. Seven applications have been received from the municipality of Cēsi region. The municipality of Saulkrasti region has prepared and submitted four applications, the municipality of Daugavpils state city – three, and the municipality of Sigulda region – two. One application has been submitted by Liepaja city, Balvu district, Bauska district, Kuldīga district, Tukuma district, Smiltene district, Jūrmala city, Mārupe district and municipalities of Jelgava district. This year, the State Land Service has determined and registered the land to be expropriated for 37 apartment buildings, calculated its expropriation price and sent a notification to the owners and land owners of the apartment buildings. For 13 apartment buildings, the land to be expropriated is currently being registered and the notification is being prepared, and for 22 apartment buildings, the submitted documents are being evaluated, or there is communication with the municipalities to ensure that the documents submitted by the municipalities comply with the requirements set out in the regulatory acts.
